Beyond the ‘33-Year Gap’: Replanting Indonesia’s Smallholder Coconut Economy for Productivity, Resilience, Value Capture, and Global Trade Competitiveness

Indonesia remains one of the world’s most important coconut-producing and exporting countries, yet ageing palms, low smallholder productivity, limited availability of certified planting material, fragmented value chains, climate risks, and uneven downstream value capture increasingly constrain the productive foundation of its coconut economy. Recent proposals to regenerate approximately 500,000 hectares of coconut plantations have therefore generated considerable
strategic interest. A frequently cited calculation suggests that, at a reported replanting capacity of approximately 15,000 hectares per year and an implied requirement of 150 seednuts per hectare, supplying 500,000 hectares would take about 33 years if planting-material availability remained unchanged. This qualitative literature review critically evaluates that proposition and develops an integrated framework for Indonesian coconut regeneration. The review finds that the “33-year gap” is better interpreted as a capacity-stress scenario than as an immutable forecast. The more consequential constraints arise from interactions among seed and nursery capacity, biological maturation lags, smallholder transition economics, agronomic performance, climate resilience,
farmer organisation, downstream processing, and market coordination. Successful regeneration should therefore be assessed through survival, productivity, farmer income, processing absorption, and value capture rather than hectares replanted alone. Indonesia requires a coordinated strategy combining selective replanting, rehabilitation, sustainable intensification, income bridging, climate-smart germplasm, nursery expansion, farmer-centred finance, traceability, regional processing clusters, and whole-coconut valorisation. Such integration can strengthen both smallholder livelihoods and Indonesia’s strategic position
in the evolving global coconut economy.
